Chris Mokler (Oshkosh)

Chairman /Director of Legislative Affairs
Chris got involved with his family’s business at a very early age and, while in college, worked up to investing in rental property with his father Mike Mokler, who served WAA for many years. After graduating from UW-Oshkosh, Chris joined his father full time and bought out several other landlords in the Oshkosh area. Chris has been involved with both the Winnebago Apartment Association and the Wisconsin Apartment Association for many years. In 2014 he authored and presented a "Re-Boot" plan for WAA, which was adopted, and he is currently working hard to see that plan into action.
Dean Ramsden (WI Rapids)
WI Rapids Rental Property Owners Assoc.
Dean Ramsden served as President of WAA through the period 2014 – 2015. He owns 30+ units in Wisconsin Rapids and has served as President of the local Wisconsin Rapids Area Rental Property Owners Association (WRARPOA). Dean has also been a real estate agent since 1986 and a broker since 1992. He currently owns RE/MAX Connect in Wisconsin Rapids.
Corina Eufinger (Kenosha)

Corina Eufinger is no stranger to the Wisconsin Apartment Association. Corina previously served WAA as a member of the annual Convention Committee. She is the daughter of Chet Brown who had many titles during the 1990s: Vice President, President, and Rental Housing Resources Chair. She owns 12 rental units in Rock County, WI and is looking to expand to other parts of the state. She currently owns a property administration company which services 160 units in Wisconsin and Illinois.
As the Director of Online Content for WAA, Corina brings a thoughtful and analytical perspective to the organization. She sees that her primary contributions involve archiving important records for the organization. She creates and maintains digital files for items and documents including (but not limited to): the WAA website, blog, and social media pages, member surveys, LED conference packets, and miscellaneous WAA correspondence to the Board as a whole.
Dale Hicks (Janesville)
Director of Municipal Affairs
Dale bought his first duplex in 1987 and today he and his wife have 8 properties with 24 units. They joined the Janesville apartment association in 1999 where he has served as president for more than 13 years. Dale was also president of WAA for 3 years and he continues to work closely with the legislative business going on in the rental industry.
During the last five years, Dale has worked closely with various municipal agencies including Police, Fire and Inspection departments, as well as City Assessors. He has developed a particularly close relationship with the city of Janesville, having worked with 3 different police chiefs and 3 different city managers. JARPA has a positive relationship with the city.
Dale has also worked with law enforcement to teach them landlord/tenant law. They are the first responders when landlord/tenant issues come to the surface. It helps them to understand and be able to guide both parties to a satisfactory outcome, rather than saying it is a civil matter. Dale receives a number of calls from officers in the field that want to be sure of the direction they are taking. You can contact Dale to talk about building positive relations in your city, too.
Greg Kubichka (Appleton)

Greg lives in Chilton with wife Amy and two children, Austin (7) and Owen (3). He is a 14-yr veteran with the Chilton Fire Department and has studied at both UW-Fond du Lac and Fox Valley Technical College.
Greg brings an enviable level of energy to the WAA team. An active supporter of WAA"s mission, Greg is active with the Calumet County Association and serves as treasurer of Fox Valley Apartment Association. He currently owns and manages over 400 units in Calumet, Manitowoc and Outagamie counties. Plus he is involved with the Kiwanis, Lions, Optimists and Eagles clubs!Outagamie counties. He looks forward to the annual WAA Legislative Day in Madison to help with the creation of laws that affect landlords and he says, "I believe that landlord education plays a critical role in how a city functions."
Jeffrey Pralle (Onalaska)

My wife Johanna and I have been married for 35 years and have 5 grown children and 2 awesome grandchildren, with #3 on the way. We have both lived in the Coulee Region all of our lives. 4 days after High School I joined the US Navy Reserve and spent 2 1/2 years on active duty stationed on the USS Lexington. After that I went to work for 32 years with UPS and then retired at 53 years old. My last few years at UPS I became interested in real estate. The month after I left UPS I bought a 12 unit apartment building. Advice from a friend was " join the Wisconsin Apartment Association they will give you the advice and information you need to run your rental business." My desire is always to "do it the right way" in whatever I do, so I joined! WAA was just what I needed. I also took the Realtors course and property management course to help me along the way. My awesome wife Johanna and I have become managers of about 70 rental units and 7 commercial buildings. When I was asked to be a board delegate for the local La Crosse affiliate of WAA, I began to take more of an interest in the workings of WAA. When WAA began reorganization of its structure and Chis Mokkler became President, I was asked to become the Director of Legal Affairs. With caution I accepted and the caution is only because I want to do things right. I was a bit nervous about letting people down. But the Board works well together and the reorganization is moving along well. We have a ways to go, but I am confident in the progress. I am here to help locals and stay informed on issues that affect each local, which can then affect locals across the state. Paul Winans (Sun Prairie)

Paul’s professional background is sales, marketing and management, mainly with newspaper companies in four states. Starting with his first duplex in 2005, he and wife Linda now have 38 units on five rental properties in Sun Prairie and Fall River. While Linda handles the business side of things, Paul primarily plays the role of boots-on-the-ground. Paul has a passion for growing the association and its members. He says, “WAA has been great for us. All the education and mentoring and the legislative representation we get is terrific. Not to mention the great stories and ideas from other members! Donn Lord (Oshkosh) 920-420-0662
Director of Education
Donn Lord is the President of the Winnebago Apartment Association. He served as Vice President for 3 years prior to becoming President in 2014. He earned an Associate Degree in Photography and Marketing in 1980 and a Bachelor’s Degree in Business Administration with a minor in Economics in 1997. He completed the real estate salesperson and broker training through Laura Stone School of Real Estate and home inspector training through American Home Inspectors Training Institute.
He has enjoyed being a local small business owner and landlord for over 20 years. He currently owns and manages 6 duplexes. He handles all aspects of rental management from tenant relations to accounting to renovation and upkeep. He formerly was a licensed Wisconsin rental weatherization inspector and real estate sales person and also owned a professional photography business for many years.
Donn is very involved in the community with his main concerns being the improvement of the quality of Oshkosh’s rental housing community and working with at-risk boys. He teaches the landlord section for the Rent Smart program through the UW extension. Donn volunteers as a mentor for at-risk boys. He has also served as a former foster parent and Big Brother and also served on the Church Council of Calvary Lutheran Church.
Kristy Weinke (Oshkosh)
Administrative Assistant /Newsletter Editor
Kristy became the Administrative Assistant for the WAA in September 2008. With nearly 20 years of experience as an admin, she has supported financial planners, executives in both small offices and a large manufacturing company, and worked in Human Resources. She graduated from Marian University (Fond du Lac), cum laude, with a Bachelor’s degree in Business Administration. Kristy is a member of the International Association of Administrative Professionals (IAAP) and served as the Fond du Lac Chapter’s Secretary, Vice President, and President (twice), as well as chairing numerous committees. She also attended a number of IAAP Professional Education Conferences across the US as a delegate for the Fond du Lac Chapter. Kristy is married to her high school sweetheart, Jason. They have two boys, Corbin and Brock, and an English Bulldog named Dozer. She enjoys reading, camping, visiting Las Vegas, and spending time with her boys.
Gary Goyke (Madison)

Gary R. Goyke served in the Wisconsin State Senate for nine years. He currently serves as legislative representative for rental housing interests and has been active in lobbying and government relations for over 20 years. WAA is honored to have such a skilled and esteemed representative in the Wisconsin legislature.
